Abstract The internet has boosted humankind into an era of information explosion. The gap
between fixed brain capacity and booming internet information raises an unprecedented challenge
to human judgment and decision-making. It concerns everyone of us, but there is no ready
solution to this challenge with our current knowledge system. Thus, we try to structure an
“in-brain and extra-brain” bionic model to deal with the extensive amount of Internet information
by simulating the alternating ecological patterns of “disorderly individual actions” and “orderly
group actions” that animals, such as fish, birds, and insects, exhibit. This research project plans to
study human decision making in the context of Internet massive information. We examine how
people utilize the two brains (brain and the internet) and three systems (heuristic, analysis, and
network systems) to make ecologically rational decisions, adapt to information overload, and
dispose information garbage; and how they make such decisions with the limited cognitive
capacity. The project aims to deepen our understanding of decision-making mechanisms and
provide systematic scientific analysis and theoretical support for making adaptive and effective
decisions in the environment of Internet mass information.
